Expat

An Expat is someone who is living and working abroad or someone who has retired abroad. The reason they are so good at recommending sights, restaurants, attractions, etc. is because they are, in a way, tourists as well, but they have had the time to thoroughly explore their city and country. They understand what someone foreign might be interested in doing and can easily relate to travelers, yet they have the insight of locals! They are surely the ones you should be asking. Trip Advisor and AI can't give you insight like this!

There is no need to make a case for the locals, of course. They know their countries well.
